Carter won Trinidad and Tobago, first medal at the international event(Commonwealth Games) by finishing
second in the race in 23.67, 0.30 back of South African winner Chad le Clos
(23.37) and 0.06 ahead of South African Ryan Coetzee. Three other swimmers were
within 0,29 of Carter's finish.
